Chamber on 17th January, 1940, at 2.30 p.m.

The minutes of the last meeting were confirmed and

signed, with one amendment.

Hembers of the Committee had before them copies of a

Draft Report of the Committee, a Revised Draft War Revenue Bill

(which had been prepared by the Sub-committee appointed at the

meeting held on 20th December), two liemoranda prepared by Kr.

L. Kadoorie and two Memoranda prepared by Hr. E.M. Bryden.

The Chairman invited the attention of the Committee

to paragraph 2(ii) of Chapter III of the draft Report. He

pointed out that several members had indicated that they wished

the point made in that paragraph to be enphazised but that

H.. the Governor had indicated that it was not within his

competence so to bind the future Administration.

The Chairman

also read out correspondence from Mr. I.K. Lo and Mr. Dodwell.

It was decided that the request that a definite assurance should

be given by Government that the rates of taxation suggested in

the draft War Revenue Bill will not be substantially increased
